Literally the redistribution of the "black," i.e. arable peasant land -- both a longstanding peasant-communal land-reform demand and the name of a real revolutionary populist (narodnik) faction founded in 1879 that broke away from Zemlya i Volya over the use of terrorism; name-dropped by Likharev among the "proclamations... and all its tricks" of his nihilist phase.
