A "билет" here is a pawn ticket (pledge receipt), issued by a pawnbroker's loan office (cf., elsewhere in this corpus) and identifying a pledged item by series and number for renewal or redemption. Chekhov had evidently pawned some item of value before leaving for Petersburg and needs Misha to check the term locally in Moscow; \S4 gives the renewal instructions in detail, including routing the payment through Volkov, the pawnbroker's agent, without the receipt itself, which Chekhov has locked in his desk.

Volkov is the pawnbroker's-office employee or agent handling the pledge; Chekhov proposes he accept the renewal payment on the strength of his own ledger entry rather than the physical receipt, which is locked in Chekhov's desk in Petersburg -- an ordinary informal accommodation between a regular customer and a familiar clerk, with the receipt itself to follow once Chekhov returns to Moscow.
