Firearms manufactured in Tula, south of Moscow, the historic center of the Russian imperial arms industry (home of the Tula Arms Plant, founded under Peter the Great); by the 1880s "Tula-made" was shorthand for cheap, mass-produced domestic weapons considered inferior in finish and reliability to imported Western brands, as the gun-shop clerk jokes in "The Avenger."
