A real Russian Imperial railway line (opened 1871-77) running from the Baltic port of Libau (Liepāja) to Romny in Ukraine; invoked in this mock 'list of persons entitled to free travel' as the one line whose management supposedly extends its parody of free-travel privileges to absurd lengths -- permitting ticketless passengers to lie under the benches or hang from hooks.
