The outgoing inspector of Moscow University, withdrawing from the post "on account of the student disturbances" (the 1890 Moscow student unrest) and replaced by Chekhov's landlord, Ya. A. Korneev. Not otherwise identified in this letter beyond his office and the circumstances of his departure.

The 1890 Moscow student unrest: a wave of disturbances at Moscow University (part of a broader movement that had also touched the Petrovsky Agricultural Academy that same season) serious enough that the sitting inspector, Dobrov, resigned his post rather than see it through, and serious enough that Chekhov calls them "grand scale" (грандиозные). Chekhov reports having personally read the students' proclamations and found their actual content unobjectionable -- his objection, discussed in the following notes, is to their authorship and draftsmanship, not their demands.
