The secretary of the district zemstvo board -- thin, tall, and wiry -- who is bitten on the finger breaking up a dogfight, is ordered off to Paris for Pasteur treatment after rumors the dog was rabid, and gets no farther than Kursk, where he drinks up the entire travel fund and ends up in a police report.
