Austro-Hungarian statesman (1823-1890) and foreign minister, prominent in the European press of the 1870s-80s (notably the 1878 Congress of Berlin) and known for a distinctive appearance -- invoked in this parody purely as a sight-gag comparison for a minor servant character.
