A colleague or acquaintance of Chekhov's, described here as having "broken free" ("выскочил") to help organize famine relief in Nizhny Novgorod province, working alongside the land captain Yevgraf Petrovich Yegorov on the ground; not otherwise identified by given name or patronymic in this letter, and the joke refrain "Savich has broken free" recurs three times (\S6, \S9) as a running shorthand for the relief effort's progress.
