Given the letter's own famine-relief preoccupations (\S3, \S8), it is plausibly one of the several charity miscellanies published in early 1892 to raise funds for famine relief -- a common genre of the period, with contributions solicited from established writers -- but this is a plausible inference, not a confirmed identification, and the reference should be checked against period bibliography (e.g. catalogs of 1891-92 famine-relief publications) before any firmer claim is made.
