A real, well-known 19th-century German state lottery whose tickets were sold across Europe including Russia; Tarantulov's demand that the Society annually spend 25,000 rubles of its budget on Hamburg lottery tickets is one of his absurd grievance-list items, satirizing get-rich-quick schemes dressed up as institutional policy.
