The elected local magistrate's court created by the 1864 judicial reform to try minor civil and criminal matters quickly and cheaply, without the formalities of the general courts; its jurisdiction was deliberately limited to small-scale offenses, which is precisely the limit Prishibeyev cannot accept when he insists the drowned body demands treatment as a grave criminal matter.
