"The Directorate" ("Дирекция," capitalized in the source as a proper institutional name) refers to the Directorate of the Imperial Theatres' Moscow office (institution:moscow-directorate-of-theaters), the state administrative body overseeing Moscow's imperial stages, including the Maly Theatre where Sumbatov performed. The "contract" ("контракт") is left unspecified -- possibly Chekhov's own arrangement regarding a play or benefit performance, or a document he is merely carrying on Sumbatov's behalf as part of the same errand as the ticket coupons in \S3.
