The zemstvo (земство) was the elected local self-government body established in rural provinces after the 1864 reforms, responsible for roads, schools, hospitals, and rural welfare. As chairman of the district zemstvo board, Lebedev is a locally prominent, comfortably-off official -- genial and essentially decent, but entirely under the thumb of his miserly wife Zinaida Savishna at home.
