1 "Tell me, please,
Semyon Alekseich," I said, turning to the postmaster as I received from him a
money packet worth one (1)
ruble, "why is it that they put five seals on money packets?"
2 "Can’t be done without it..." answered Semyon Alekseich, waggling his eyebrows significantly.
3 "But why?"
4 "Well, because... It can’t be done otherwise!"
5 "You see, as far as I understand it, these seals demand sacrifices both from the citizenry and from the government. By adding to the weight of the packet, they hit the citizen’s pocket, and by taking up the clerks’ time in applying them, they cost the
treasury dear. If they bring any visible
benefit to anyone, it’s only to the sealing-wax manufacturers..."
6 "The manufacturers have to make a living somehow too..." Semyon Alekseich observed profoundly.
7 "That’s true, but surely the manufacturers could be useful to the fatherland in some other line of work... No, seriously, Semyon Alekseich, what’s the sense of these five seals? One can hardly suppose they’re applied for nothing! Do they have some symbolic meaning, prophetic, or something else? If it’s not a state secret, do explain, my dear fellow!"
8 Semyon Alekseich thought, sighed, and said:
9 "Mm-yes... It must mean it can’t be done without them, since they do apply them!"
10 "But why? In the old days, when envelopes had no gum on them, they might have made sense as a safeguard against thieves – but now..."
11 "There, you see!" the postmaster brightened. "And do you suppose there are no thieves nowadays?"
12 "Nowadays," I went on, "envelopes are gummed with gum arabic, which is stronger than any
sealing wax. Besides, you wrap the packets in so many layers of paper and bundles that not even an infusorian could get through to them, let alone a thief. And I can’t understand who you’re sealing them against! The public doesn’t steal from you, and if one of your own clerks should take it into his head to help himself, he won’t so much as glance at the seal. You know perfectly well yourself – lifting a seal and putting it back in place is as easy as spitting!"
13 "That’s true enough..." sighed Semyon Alekseich. "There’s no guarding against thieves of your own..."
14 "Well, there you are! What are the seals for, then?"
15 "If you’re going to go into everything..." the postmaster drawled, "and think about everything – how, why, and wherefore – your brains will go every which way. Better to do things as they’re laid down to be done... Truly!"
16 "That’s fair enough..." I agreed. "But allow me one more question... You are a specialist in postal matters, so tell me, please, why is it that when a person is born or gets married there isn’t such a to-do as when he sends or receives money? Take
my own mother, for example, who sent me this very ruble. Do you think it came easily to her? Not a bit of it – she’d sooner bear five more children than send that ruble... Judge for yourself... First of all she had to walk two miles to the post office. At the post office she had to stand a long time and wait her turn. Civilization, it seems, hasn’t yet extended to chairs and benches at the post office! The old woman stands there, and then someone tells her: ’Wait! Don’t crowd! Kindly don’t lean on the counter!’"
17 "Can’t be done without that..."
18 "No, but allow me... She waits her turn, and now
the clerk takes the packet, frowns, and tosses it back. ’You’ve forgotten,’ he says, ’to write "money" on it.’ So my old mother trudges off from the post office to the shop to write ’money’ on it, and from the shop back to the post office to wait her turn again... Well then, the clerk takes the packet again, counts the money, and says: ’Where’s your sealing wax?’ And my mother hasn’t so much as a scrap of sealing wax, not even in her imagination. One doesn’t keep it at home, and at the shop, as you know, it costs a dime a stick. The clerk, naturally, takes offense and starts daubing the packet with government sealing wax. He slathers on such great blobs of it that you’d have to weigh them not in ounces but in hundredweights. ’Your seal, if you please!’ he says. And besides a thimble and a pair of steel spectacles, my mother owns no furniture of any kind..."
19 "One can manage without a seal..."
20 "But allow me... After that come the weighing fees, the insurance fees, the fee for the sealing wax, the fee for the receipt, and... one’s head begins to spin! To send off one ruble, one absolutely must bring two along, just in case... Well, then, the ruble gets entered in twenty different ledgers, and finally it’s sent off... Now you receive it here, at your own post office. The first thing you do is enter it in twenty ledgers, number it with five different numbers, and lock it away behind ten locks, as though it were some brigand or church-robber. After that the postman brings me a notice from you, and I sign to say the notice was received on such-and-such a date. The postman leaves, and I begin pacing from corner to corner, grumbling: ’Ah, Mother, Mother! What have I done to anger you so? And for what sin have you sent me this very ruble? Why, one could die of the fuss over it!’"
21 "It’s a sin to grumble against one’s parents!" sighed Semyon Alekseich.
22 "Just so! A sin, but how can one help grumbling? One’s up to one’s ears in business, and off you go to the police station to have your identity and signature certified... It’s a good thing the certificate only costs ten or fifteen kopecks – but what if they charged five rubles for it? And what, pray, is the certificate even for? You, Semyon Alekseich, know me perfectly well... We’ve been to the bathhouse together, and drunk tea together, and had many a sensible conversation together... What do you need a certificate of my identity for?"
23 "Can’t be done, it’s the form!... Form, my dear sir, is such a thing that... better not to tangle with it at all... Formalities, in a word!"
24 "But surely you know me!"
25 "What of it! I know it’s you, well... but what if it isn’t you? Who knows! Perhaps you’re travelling incognito!"
26 "And you might have considered: what possible advantage would there be for me in forging someone else’s signature to steal money? Why, that’s forgery, plain and simple! A far lighter punishment awaits me if I simply walk in here to you and grab all the packets straight out of the strongbox... No, Semyon Alekseich, abroad this business is arranged far more simply. There the postman comes to your door and says: ’Are you so-and-so? Here is your money!’"
27 "That can’t be so..." the postmaster shook his head.
28 "There you are, saying it can’t be so! Over there everything rests on mutual trust... I trust you, you trust me... The other day the district
police inspector came to me to collect court costs... And did I demand proof of his identity? Not at all – I simply handed him the money! We, the citizens, don’t demand it of you, yet you..."
29 "If you’re going to look into everything," Semyon Alekseich broke in, smiling sadly, "and decide everything by how, what, why, and wherefore, then in my opinion it’s better..."
30 The postmaster did not finish; he waved his hand, thought for a moment, and said:
31 "It’s not our place to reason about such things!"
