- The Orator §4 мантифолию поцицеронистей
"Mantifoliya" is a nonsense coinage (roughly "a load of flowery gibberish"), and "potsitseronistey" is a comparative built directly off the name Cicero -- Poplavsky is asking Zapoykin to "lay it on thick, something more Ciceronian," invoking the great Roman orator as shorthand for grandiloquence even while the request itself is couched in low, farcical slang.
