Pseudonym (from the Cyrillic initials "Л.П.") of a Novoye Vremya columnist and popular-science writer of the 1880s, prone -- in Chekhov's view -- to dismissive attacks on serious scientific figures such as Darwin; one of the staff members Chekhov singles out by name as needing a more independent editorial counterweight around him.

"Elpe" was the pen name of Lev Konstantinovich Panteleyev, a Novoye Vremya columnist and popular-science writer given to dismissive attacks on serious scientific figures -- Chekhov cites his treatment of Charles Darwin as exactly the kind of anti-intellectual posture a stronger, more independent editorial faction would discourage.
