Probably Vissarion Vissarionovich Komarov, journalist and publisher of the newspaper "Svet," who was later awarded the French Legion of Honor for services in cementing the Franco-Russian alliance -- making him a plausible figure to have hosted or led a reception party for the visiting squadron, though this letter alone does not confirm the identification with certainty.
