Chekhov's political speculation that the Amur region will eventually pass out of Russian hands -- not directly to China by conquest, but via European powers such as England maneuvering in China's favor ("who play governor in China and build fortresses"). This is offered as settled local opinion ("по Амуру живет очень насмешливый народ" -- the people along the Amur mock Russia's imperial priorities) rather than Chekhov's own analysis alone, though he reports it approvingly as "wasteful and foolish" that Russia neglects the Amur for Bulgaria.
